Add Mass Change Charges function for Dispatchers in CCA worklist

Idea: Add a function in the CCA worklist that allows Dispatchers to add lane rates in bulk under the Mass Change option. As of right now it allows us to follow the steps (per screenshots) but willl not perform the function. we are not able to add rates from there.

Why? When we are awaiting lane rates to be updated by procurement in Coupa, we are to add in rates as spot procurement. (For some CPT lanes it can take days/weeks before procurement adds in rates). In order to prevent disaptchers to go into 10-100 individual FRO's and add in rate lanes, it can be very helpful if we can add rates to multiple FRO's at once.
