This is not required now and, there are some other Depots to be picked as ER.

Root cause/ How it was solved: When the Block Train solution gone live, There is specific setup done to pick Rail Hub as Empty Return depot.
Code written to determine the same. However, Business wants to change this setup and, determine some desired depots(other than rail terminal) for Italy Block Train import orders.
