Add a "overweight" field in CCA worklist

How should it work?

Have a field in CCA worklist that reflects Overweight "Y or N". There is a check box in the FRO and worklist to identify if a FRO is overweight or not. If a FRO is overweight, it will place a block on the FRO that needs to be removed in order to send the FRO. As we want vendors to request ALL charges from SC, dispatchers are not adding any overweight charges pro-actively. Instead, vendors will request from SC and they approve from CCA worklist. There has to be a way to know if a FRO is truly overweight, without having to go into each individual FRO.
