How should it work?

FRO should automatically re-calculate FRO's that are in calculation error when MRE is updated. Often, the rate falls out of the FROs that are already sent (often executed) and a dispatcher needs to manually re-calculate in order for the rate to pull back in. This is unnecessary manual work.
