System should automatically remove 'corridor stage block' upon routing change

How should it work?

When a stage is blocked as 'non plannable stage' with a corridor level block, the system should automatically remove this block if an routing amendment comes through and the new stage is plannable. Currenlty, the system does not automatically remove the block and prevents order creation. There is no way to pro-actively monitor this currently.
