We are facing lot of issues with rater and same concern we hear from procurement. As per procurement, they upload the rates in coupa and if any failure they don't get visibility and we take weeks to resolve. Best way is to directly upload the rates in TMS freight agreement. This way we will see rates instantly and issue resolution will be faster

This is something that goes against one of the major Centre Procurement goals with TMS which is having a single source of rates linked to our sourcing systems.
I understand the concern but we need to be sure to address it from process side and with the new inland category workbench rate repository, not by opening the door to maintain rates in our execution systems again.
I don't think it take weeks to update a rate in Coupa. When such disconnect happen, it is usually that the charge type is either not present or not correct in TMS, so such issue wouldn’t be solved by manually updating rates in TMS freight agreements either.
