Charge description should not be an editable field

How should it work?

When a dispatcher adds a charge in the charges tab, they should not be allowed to edit the 'charge description' field. Each description is specific to a charge type. Giving the dispatchers the option to edit will cause issues and cost can potentially be mapped incorrectly.
