How should it work?

if a carrier uploads an attachment, we can have a column that has a check mark if attachments are uploaded and no check mark if not. That way we do not have to click into each FRO to see if attachments are in the FRO. If there are no attachments, we can go ahead and reject for that reason instead of spending time with individual FROs
